What material should I cut these link arms from?

These are designed to be TIG welded from 4130 chromoly, which is what gives them that race-quality strength. Cut your plates from 4130 to match what the files are built for.

Do these need to be bent or are they just flat plate weld-together?

These are boxed link arms, so the plates get cut on a CNC plasma, laser, or waterjet and then pressed/bent before you TIG weld them together. Once formed and welded you've got your finished 48" arm.

What do I actually get when I buy this, the DXF or the 3D CAD?

This is a digital download, so you're getting the cutting files (DXF) or solid (CAD) files for the component, not a physical part. Take those, have your plates cut, then bend and weld them into your race truck build.
