This is scan data, not a ready-to-cut DXF. You're getting the scan mesh in STEP format plus critical geometry blocks so you can pull center points and reference data to design your own parts.

It comes as a STEP file of the scan mesh along with the geometry blocks, so any CAD package that reads STEP will open it up. From there you can grab the center points and relevant geometry for your design work.
