Are these coped for 1.75" tube or do I have to notch them myself?

They're already coped to seamlessly mount to round tubing, designed specifically for 1.75" round tube. So no extra notching needed, just run the files and they'll sit on the tube clean.

Do these need any bending or are they flat plate I can run straight off my plasma table?

These are PTF (Plasma Table Friendly) with no bends, all flat plate. Cut them out, follow the WPO, and you're good to weld up, no press needed.

What thickness steel do I cut the plates from and what hole size are they set up for?

The plates and overlays are designed for 3/16" material, and they're set up for a 9/16" hole. Stick to those and the file lines up like it's supposed to.
