This one's a 3D scan pack, not a ready-to-cut DXF. You get the scan mesh in STEP format plus critical geometry blocks so you can pull center points and design your own parts off it.

What format does this come in and can I open it in my CAD software?

It comes as a STEP file of the scan mesh along with geometry blocks for grabbing center points and relevant data. Most CAD programs will open a STEP no problem so you can design off the lower arm geometry.
