Is this an actual cut-ready DXF or just scan data I'd design off of?

This one's scan data, not a cut file — you get the scan mesh in STEP format plus geometry blocks so you can pull center points and key measurements for your own design. It's meant as a starting point to design your own upper arms, not something you run straight on the plasma table.

What software do I need to open these STEP files?

Any CAD program that handles STEP files will open it — Fusion 360, SolidWorks, Inventor, that kind of thing. The geometry blocks come along with the mesh so you can reference center points and relevant data right in your CAD.
