You can run it on a CNC plasma, laser, or waterjet — whatever you've got. It's just the DXF, so cut it on whichever machine you've got access to.

What thickness and material should I cut this torch holder from?

It's designed to be cut from 16 gauge aluminum or steel, your call on which. Just keep in mind it does need a couple bends in the press to finish it out.

Does it have mounting holes already or do I gotta add my own?

It's got 2 key slot holes built into the file for wall mounting, so it's ready to hang once it's cut and bent. No need to add anything yourself.

Do I need to know how to weld and fab to use these?

Yep — these are cut files for DIY and pro fabrication. A lot of the parts are "plasma table friendly" (flat plate, no bends) to make cutting and assembly easier, but you'll need to cut and weld them in yourself, or have a shop handle it.
